The Observatory was established in July 2012 in according the current Ley de Puertos del Estado y de la Marina Mercante that regulates de Spanish Port Systems and establishes the Observatory among other measures to boost competitiveness of the Spanish ports.
All stake holders in the port service activity are represented in the Observatory. Chaired by Puertos del Estado, service provider associations (tugs, pilots, stevedoring, mooring, etc), labor unions, Port Authorities and users associations (ship-owners, car manufacturers, importers, exporters) are all members of the Observatory Board.
The main objective is to analyze the competitiveness of the port services with focus on price and quality of the services. The Observatory performs periodic studies on different aspects of port services under request of its members. It also defines and collects key performance indicators for port services and promotes adoption of best practices identified both in Spain and internationally.
